Quelque part sous terre, à proximité de la station Pelham, un groupe d’hommes armés prend en otage un wagon du métro de New York. Ils menacent de tuer un otage par minute si leurs revendications ne sont pas acceptées. Forcé de gagner du temps jusqu’à l’arrivée de la rançon ou d’une équipe de sauvetage, le chef du métro, le lieutenant Garber, va devoir tricher, argumenter, improviser et faire preuve d’ingéniosité face à des terroristes extrêmement déterminés…
